Executive Vice President & Executive Director, Division of Minority & Women’s Business Development

Mr. DuVal serves as the Executive Vice President and Executive Director of the Division of Minority and Women’s Business Development within the Department of Economic Development (the “Division”). The Division is charged with promoting equality of economic opportunities for minority- and woman-owned businesses (“MWBEs”) throughout New York State. In these roles, Mr. DuVal oversees the certification program for MWBEs, including the methodology for eligibility analysis, the application review process, and the maintenance of the MWBE certified business repository. He also leads the team in developing and executing on strategies for the business development of MWBEs through education and outreach to State agencies, MWBEs, and private sector firms. Mr. DuVal brings 25 years of diverse leadership experience to the DMWBD, having worked extensively in the public and private sectors. Mr. DuVal is a certified economic developer (CEcD), led the office of Community and Economic Development in Northeast Ohio where he managed strategic projects to support MWBEs, grow small businesses, close workforce skills gaps, and foster regional collaboration. Under the Mayor of the District of Columbia, Anthony Williams, Mr. DuVal was appointed to lead resurgence and economic revitalization projects; grow city partnerships with businesses, community-based organizations and citizens; and manage programs to improve government services and city infrastructure and human services investments. During his time in the private sector, Mr. DuVal served as Vice President of Federal Programs ESi Acquisition, Inc., where he led the business development practice to support state, federal and international clients. Mr. DuVal earned a bachelor’s degree in Communications and minor in Public Relations from State University New York, Oswego and Master of Social Work degree from Syracuse University. He’s also a graduate of the NYS Leadership Institute, Cohort VI, Class of 2022.
